Today is the first day of June, which also means that the temporary transfer window added by FIFA for the New World Club Cup has officially opened. The transfer window will be from June 1st to 10th, and will only be open to 32 teams and 20 football associations participating in the Club World Cup.

This newly reorganized Club World Cup will kick off at Miami Hard Rock Stadium on June 14, 2025. The event has a total of 63 games and will be held in 11 cities in the United States. The final is scheduled to be held on July 13.

The following details the time, restrictions on signing rules and contract issues of this month's temporary transfer window.

2025 Club World Cup Rules Outline Contents

FIFA has developed practical solutions in the Competition Rules and the Player Identity and Transfer Regulations (RSTP) to ensure that all participating clubs receive equal treatment and to help top players participate.

What are the qualification requirements for players to participate in the 2025 Club World Cup?

Players must complete formal registration at the club in accordance with the Player Identity and Transfer Regulations and the Member Association to which the participating club belongs, and are not subject to any disciplinary penalties that affect the qualifications of the competition.

2. Special additional registration period

Can participating clubs register new players on the eve of the 2025 FIFA Club World Cup?

Yes. As an exception to Article 6 of the Player Identity and Transfer Ordinance, the Member Association of participating clubs may establish a special additional registration period for all affiliated clubs (1 to 10 June 2025).

This move ensures equal treatment for all participating clubs, and achieves a reasonable balance between ensuring the integrity of domestic competitions and promoting the registration needs of players, so that players who hope to participate can complete club registration before the event begins.

Is there a limit on the number of registered people during the special additional registration period?

No. As long as the "Player Identity and Transfer Regulations", "Competition Regulations" and relevant member associations are compliant, the number of players registered and included in the roster by participating clubs during this period is not restricted.

Is the special additional registration period independent of the annual regular registration period?

Yes. The special registration period is independent of the two annual regular registration periods set by the Member Association under Article 6 of the Player Identity and Transfers Ordinance, and therefore does not include the total length of the regular annual registration period (16 weeks) and will not have any impact on it.

If two clubs under a member association participate in the competition and set up a special additional registration period, will this window period only apply to these two clubs?

No. All clubs under the Member Association can register and transfer professional male football players during this period, but must comply with the "Player Identity and Transfer Regulations" and the regulations of the affiliated association.

3. Player list

How many players can the primary and final list of participating clubs contain?

Each club must submit a primary list of 26-50 people (including at least 4 goalkeepers) and a final list of 26-35 people (including at least 3 goalkeepers). Only players who have completed formal registration can be included in the roster. Can the

primary selection list be modified? Do new players registered during the special registration period need to be included in the primary list first?

The club can modify the primary list before submitting the final list on June 10, 2025. In principle, only the players on the primary list can enter the final list, so new players during the special registration period must be included in the primary list first.

Can the final list be added after June 10, 2025?

From June 27 to July 3, 2025, the club can replace players whose contracts naturally expire, and add up to 2 new players (not counted to the 35-player cap), and the total number of adjusted players will not exceed 6. New players do not need to be included in the primary list, but the registration process must be completed. The goalkeeper's replacement due to injury will not be included in the adjustment quota limit.

Can the same player represent different clubs during the event?

No. The "Competition Rules" clearly stipulate that players are not allowed to play for two different clubs during the game.

4. What should players/coaches whose player and coach contract expire around June 30, 2025 be handled?

FIFA encourages all parties to negotiate solutions and clarify the relationship between rights and obligations, especially matters involving players' qualifications. Can players whose contract expires on June 30 continue to participate?

The qualifications for such players are only maintained until the contract expiration date. The club must ensure that compliant players are dispatched to participate, and violations will be handled by the FIFA Discipline Committee in accordance with the regulations.

5. Does the participating club have special policies on the number of loans?

No exceptions, and the restrictions on the number of loans must be followed in the Player Identity and Transfer Regulations.

Can the participating clubs rent players to participate?

Yes, but it is necessary to ensure that the players complete the registration and comply with the regulations on the number of loans, duration and other regulations.

Are there any exceptions to the rule of "Register three clubs in a single season and play for two"?

Yes, this Club World Cup is not included in the relevant restrictions of the "Player Identity and Transfer Regulations".

6. Do national team players recruit

participating clubs must allow players to participate in national team events?

As an exception to Article 1 of the Annex 1 of the Player Identity and Transfer Regulations, the club has no obligation to allow players to participate in national team competitions during the event.. However, the obligation to release the international competition day from June 2-10, 2025 is still valid.
